Manufacturing Round Table: Funding Opportunities for Manufacturers and Government Contracting

The program will provide insight into funding opportunities with the Missouri Department of Economic Development’s American Rescue Plan Act (ARPA) monies. Lesley Rone, DED Southeast Regional Manager, will explain the different ARPA funding opportunities, anticipated posting dates, general project guidelines, amount of funding and current allowable and non-allowable uses for the following funding areas: Broadband, Workforce Development, Industrial Site Development and Small Business. Willis Mushrush, the Procurement Specialist with Missouri Procurement Technical Assistance Center (MO PTAC) at University of Missouri Extension, will share information about government contracting.

Lesley Rone

Lesley Rone is the Regional Manager for the Department of Economic Development Southeast Region. The region covers 25 counties from Ste. Genevieve to the north and across to Howell county in the west. Before joining DED Lesley served as southeast region staff for Senator Roy Blunt for the past 3 years where she worked with community leaders and county officials to navigate grant programs and economic development opportunities for rural and mid-size communities. Prior to that she worked for the Department of Homeland Security Chief Financial Officer in Washington, DC. Lesley has a Bachelor’s degree in Socio-Political Communication from Missouri State University and a Master’s degree in Communication Studies from the University of Kansas. Lesley lives is Pemiscot County with her husband and two children where they operate a row crop farm.

Willis Mushrush

Willis Mushrush, Procurement Specialist, Missouri Procurement Technical Assistance Center, University of Missouri Extension, began his career in retailing while still in high school in the late 1960’s.  He continued on that path for several years working for J.C. Penney for 5 years, and operating family clothing stores in area communities for 15 years.  After ending his retailing career, he became a Human Resource Manager for a large manufacturing government contractor for 10 years prior to becoming employed by the University of Missouri.  Willis received his BS in Management from Southwest Missouri State University, and his MBA from the University of Arkansas.  He received his certification as a Senior Professional Human Resources from the Society for Human Resources management in 1996 and is currently certified as an Associate Contracting Assistance Specialist by the Association of Procurement Technical Assistance Centers, and has earned the title of Associate Extension Professional through University of Missouri. Willis has assisted many area small businesses throughout Missouri for over 25 years while working with the Missouri Small Business & Technology Development Center and the Missouri Procurement Technical Assistance Center through MU Extension.  His expertise has resulted in several statewide awards including Associated Industries of Missouri Industry Award 2000 and 2003, UECRDA Distinguished Service Award 2007, and the Missouri Chamber of Commerce Award in 2011.
