ARPA Small Business Grant Application Process & Resources

The Missouri Department of Economic Development has released final guidelines and a sample application for the Small Business Grant Program. This grant is available on a first-come, first-serve basis and opens for applications at 10:00 am on November 16th, 2022.

Please be advised that the Ozarks Small Business Incubator is not administering this grant; however, we are happy to assist small business owners with the application and documentation process. We will hold open hours on Tuesday, November 15th and Wednesday, November 16th from 1:00 pm - 5:00 pm or by appointment.

Eligibility Requirements (click to view the Small Business Grant Final Guidelines):

  • Applicant business is a for-profit business located and operating in Missouri
  • Business employs 50 or fewer full-time employees at the time of application
  • Business must have been in operation in Missouri since before January 1, 2020 and be currently operating
  • Must self-certify that, barring unforeseen circumstances, it plans to remain in business through calendar year 2023
  • Business must be independently owned and operated 
  • If Applicant is a type of entity required to register with the Missouri Secretary of State (SOS) to conduct business in Missouri, Applicant must be registered and in good standing with the SOS
  • Applicant must be enrolled in E-Verify unless applicant is a sole proprietor with no employees
  • Applicant has a Missouri Tax ID Number (EIN)
  • Applicant has a Federal Employer Identification Number (FEIN)
  • Applicant has submitted a Vendor Input Form and received a SAMII Vendor ID number (this form will be included with the Beneficiary Agreement if Applicant does not meet this requirement at the time of application)
  • Applicant can demonstrate a *minimum of a $2,500 decrease of gross revenue/receipts between the 2019 tax year and the 2021 tax year 
  • MINORITY- OR WOMEN-OWNED BUSINESS APPLICANTS:
    • In addition to meeting the above criteria, an Applicant meeting the following additional requirement will be eligible for the funds set aside for minority- or women-owned small businesses ($2M is set aside for this category):
      • Applicant must self-attest that it is at least 51% owned and controlled by one or more minority persons or women. Businesses are not required to be certified by any government entity to be eligible, but if a business is so certified, it may submit proof of certification instead of self-attestation.

*A minimum decrease of $2,500 in gross revenue/receipts between the 2019 tax year and the 2021 tax year is required to qualify for this grant. To calculate the award amount, subtract the gross revenue/receipts shown on the 2021 tax filing from the gross revenue/receipts shown on the 2019 tax filing. Note that the minimum award amount is $2,500 and the maximum award amount is $25,000.

Required Documentation for application:

  • Tax Filings
    • Applicants must submit a copy of their 2019 tax filing and their 2021 tax filing. The following forms are acceptable documentation:
      • Form 1120
      • Form 1120S
      • Schedule C filed with Form 1040
      • Schedule F filed with Form 1040
      • Form 1065
    • Applicant must also write a Narrative Statement of 300 words or less explaining how the Applicant's decrease in revenue or receipts was related to the COVID-19 pandemic.
  • Federal Employer Identification Number (FEIN)
  • Missouri Tax ID Number (EIN)
  • 6-digit NAICS code (if you don't know your NAICS code, call 573-751-3340)
  • Proof of employee count
  • Negative economic impact statement
  • Registered and in good standing with the MO Secretary of State (if required for the entity type)
  • E-Verify Registration and MOU
  • Beneficiary Agreement
  • Leadership and Ownership Information
